The Story: I parked at Meter 13 just after 2pm for an appointment. I entered Parking Meter 13 at the SF Pay Kiosk and used my credit card to add $7.00 to to park at parking spot 13 until 5pm. I came back at 3:45pm and found the above parking ticket on my windshield. It makes no sense to me why I would be ticketed if I paid til 5pm and I was within the 4 hour time limit.
